What is a Weep Hole? 

A weep hole is a small hole drilled into drop pipe or coupler. A weep hole lets the water drain below the frost line. Installing a weep hole insures all of the plumbing above ground will be safe from water freezing in the lines with stagnant water in below freezing temperatures.

Installation 

Choosing the correct depth of installation is crucial for proper functioning of the weep hole system. You'll install the weep hole kit just below your frost line. You need to know where the frost line is in your area, this can be anywhere from less than one foot up to 8 feet. We suggest consulting your city or county building department, or researching online for {your city} and "frost line" information.
